Started up the FCC stream this morning and from what I can tell, the FCC is giving us the 3650-3700MHZ spectrum with some restrictions.  From what I have heard there will be certain areas that will be exempted to protect the current users. There will be a licensing mechanism (complete with electronic filing) but no cost was specifically mentioned. These licenses will be for a ten year term that is renewable.

I haven't heard any mention of the level of output power or several other important regulations.

I need you to know, this does appear to have been officially announced and adopted.

Next up on the hearings is Cognitive Radios.{mos_sb_discuss:3} When I was doing the research on this to assist WISPA in crafting their response to the initial FCC NPRM I ran across documentation that discussed most of these areas would be limited to both coasts. The entire middle  section of the country is apparently clear. I understand we "share" this band with some satellite providers. This does not mean that the entire sections along both the east and west cost will be prohibited - just a few locations.

As far as I know this band is only available in the US. I can tell you (I'm sure you know this) that most manufacturers produce 3.5GHz equipment for the international market. It should be relatively easy to rework this equipment to handle this frequency. Let me also couch that by saying I haven't seen the FCC's complete documentation that will detail the regulations. At one time the FCC was discussing the possibility of allowing us very high output power. Since we don't know what the final decision is in this regard there may be some time necessary to rework the current products in order to meet these specifications.

In addition, Jeffrey Thomas posted the following:

3.5ghz is the most widely used band in BWA internationally, so the answer is absolutely, Yes- Just about every major manufacturer will support this new band. The exciting part I find is the fact that cognitive rules will apply- which is a boon for wireless ISP's.

Matt Liotta posted the following:

Fixed stations will be allowed to operate with a peak power limit of 25 Watts per 25 megahertz bandwidth, and mobile stations with a peak power limit of 1 Watt per 25 megahertz bandwidth.
